Is it possible to create an artifact with an empathy effect?

You can't create the artifact itself, but you can increase morale through empathy when it's leveled up, which will make it trigger more often. However, this often doesn't make sense, as empathy is leveled up through leadership, and morale is usually high enough, especially since there are artifacts that boost morale. Although, it might be useful against some necromancers.
