Appeals Committee. Disputed situations in tournaments.

1. I'm currently playing the h3dm1 template. What are the rules for it? The rules don't say anything about this template. My opponent says that it's allowed to upgrade vampires and build a stronghold. Is this correct? Please advise.
2. And in general, is it possible to agree with the opponent that we won't use certain rules?
