I want to be understood correctly; I support the idea of dividing the weight of votes, I just ask to make it more realistic.

What does 1/3 of the votes have to do with it? I still don't understand.

Apparently, we are talking about an analogy with the presidential election: regardless of the number of rounds, the winner must be determined by 50+% of the total number of votes (in our case, the same points). And such a scheme regarding the choice of the city to host the CIS event would be more objective.
