Moreover, the selection should be made by a qualified voter. That is - there should not be a situation where a bunch of people who have never attended a CIS event before swoop in, and based on their "opinion" - one city or another is chosen as the venue. CIS has a target audience, people who travel regularly. And it's only natural that the opinion of, say, Hellight should carry more weight than the opinion of Tamara Petrovna, a housewife from Khanty-Mansiysk who hasn't left the house in two years...
