I would say that monsters are a much lesser danger than the Kalevrites, because they are an obvious danger, while the Kalevrites are not obvious to many. Besides, monsters are, for the most part, mindless creatures, and the ideology of the Kalevrites involves not only (and perhaps not so much) protecting the world, but also punishing those who have gone down the path of sin, which cannot be applied to monsters due to their lack of reason.
