Appeals Committee. Disputed situations in tournaments.

I'm actually finding it difficult to comment on this post... it reminds me of Roger's posts about politics.

If there are any misunderstandings about the ownership of a territory, save the game and contact a judge. The judge will open the save and explain where you can and cannot go. This is a common practice.

Since I wasn't a judge in that tournament, I don't need to look at the saves.
