Vik, did you look at the saves?
There isn't really a "line of sight" (LOS) between them; the Dark Knights on the road don't have LOS to Mizrael... but they do have LOS to a dead-end secondary location. There's a direct path to it via another road, costing 6k value. Relying on "LOS" in such an over-bugged generation, when it's unclear to which zone it even applies, is absolute nonsense, and the "re-position" was quite justified in this case. But if you're going to whine about rollbacks, banning passage on the off-road path for some reason, and continuing the game... then I would simply give a technical loss to the rule-breaker. And in this situation, the Dark Knight, who was against the "re-position," broke the rules.
If there are misunderstandings about the ownership of the territory, we save the game and contact the judge. The judge opens the save and explains where you can go and where you can't. This is a common practice.
Since I am not the judge of that tournament, I don't need to look at the saves.
