In my opinion, Korolev's application, even though it was submitted a bit late, deserves the same consideration as the applications from Volgograd and Yekaterinburg. Because when choosing a CIS location, many factors need to be considered. More options mean a greater chance of finding the optimal solution. But your opinion – that they didn't have time, so it's over – doesn't work for me.
