Merlin's opinion, which everyone ignores. The vote for the right to host CIS-2017 has taken place. The result has been determined. Volgograd will host CIS-2017. All those who participated in the vote agreed with the system for counting the results, according to which the vote was held. The result is objective and legitimate.
