In my opinion, the most powerful set of artifacts is the "Dragon Strength" set. Of course, obtaining a complete set is extremely difficult, but it's still worth it: a hero who has acquired such artifacts will crush even a formidable opponent, and creatures of level 7 will appear in his army every day.
