In other words, 3 CIS countries visited (with accommodation) = 3 points per vote.
5 CIS countries visited = 5 points.
No CIS countries visited = 0.25 points per vote, and you must be registered on the forums for at least a year.
It's not very clear why 0.25 points – there won't be hundreds of people voting anyway. Even if 10-20 newcomers vote (those who haven't traveled), it won't make a difference if they are counted with a coefficient of 1.0. There aren't that many Heroes players anyway.
It feels like some kind of bullying.
