P.S. Most likely, not many people enjoy playing as Barbarians, and therefore don't know how to play them well. That's why they are underestimated.

It's just that on some maps, the Barbarians have nothing to do; in other words, it's impossible to level up a Barbarian to the point where they become a formidable fighter.
