What the heck is this?! Some kind of weird fantasy by Merlin. And why isn't MerlinTheMagician's voice rated at 35 points? Let's also discount votes for Volgograd by 0.7, since it was recently visited, while Yekaterinburg was visited relatively long ago.

I didn't get the joke. I think it's obvious that the more times a person has visited the CIS countries, the more valuable their opinion is and the higher the probability of them coming again.
