In other words, do you really want a repeat of the 2010 voting situation?
Giving two-tenths of a vote to someone who has never been here is still somewhat acceptable.
However, there is a huge difference between someone who has been here at least once and someone who has never been here at all.
The target audience for the CIS region is those who come every year, and they should be the ones to determine the location in the first place.
