That's why 5+ people who voted for Yekaterinburg live within walking distance of it. Apparently, they voted so they wouldn't have to travel to a CIS country.

You're being ironic for no reason. Geographical proximity is offset by the fact that the player doesn't completely clear their tournament schedule. Because of this, there are no-shows and dropouts in the middle of the tournament.
