Or, let's say this scenario: two players meet – Player A pushes through a portal with a small force and loses their entire army, then appears in Player B's territory with a larger army, clearly intending to leave. However, by taking the Load, Player A gathers a larger army to push through the portal, while Player B repeats their turns with the same army, and as a result, Player A successfully pushes through the portal and ends up in Player B's territory with a larger army (having gathered it specifically for pushing through the portal). Player B is clearly at a disadvantage. It's obvious that the rules regarding Loads and replaying turns need a clearer formulation.
