How do I create a new tournament?

I can still agree that this should be banned in online play because one player can go ahead of another and may have better luck with ransom than the other.

Interesting, how so? Axe! Online provides ideal conditions in this regard... everyone has the same chances because there is no autosave, no hero-exploiters, and there are only 2 or 4 minutes to think.
