It might be a surprise to some, but a CIS event was already held in Yekaterinburg! Therefore, the options with bases have likely been considered. To avoid redoing a large amount of work, contact Merlin; I think he can advise you on what and how. The base we used was too far from the city, about 40 minutes by car, if I remember correctly.

Kostya, over the past few years, about a dozen new bases have been built, and besides, you were at Khrystalnaya, which is about 40 km from Yekaterinburg; at the CIS event in St. Petersburg, we traveled 100 km from the city. So, I don't think this is a major issue. It all comes down to infrastructure and money. You could even rent apartments in the city center with luxurious halls for games and poker, and a restaurant downstairs; it's a matter of finances.
