Unit cost and quality.

Yeah, they're pretty slow. But the storm birds are good too, they're fast and have a powerful attack (lightning still deals about half the damage that the birds themselves do, I think), it's a shame they're not that durable, but if you compare them to champions, the birds are in a different league, they have more health and their growth rate is also higher.
