The situation with this bug-feature is much more complicated because in 3.2 they say it was fixed. And to prevent using this bug-feature, it turns out that those who play on version 3.0 cannot get off the boat (or run away) on the same turn they got on, while having a hat. And on what grounds can I not do this if I have a hat? Therefore, the organizers clarified the situation - that on version 3.0, you cannot simply get on a boat and immediately get off it while having a hat with the goal of accumulating movement points without having a good and reasonable explanation for why you got on the boat. However, if there is a valid reason for using the boat while having a hat (but at the same time, movement points are automatically accumulated), then this is not considered a violation. This is not the same situation as, for example, selling artifacts at an inflated price, where players on the version where this is not fixed can simply not sell artifacts at an inflated price.

I think that NO ONE, including me, knew about the possibility of getting a lot of movement points with the help of a hat (I accidentally discovered it, and if I had known it initially, I would have won by a large margin).

You did know :) Even just because there was a prohibition. However, you needed to have a justification for why you got on the boat :) then the prohibition wouldn't apply. Your situation fits the clarifying explanations, so getting on the boat and getting off is not a violation.
