Let's start taking the Tournaments more seriously. Honestly, I'm tired of these arguments. I just want to play, to play with normal rules. This isn't the first Tournament, but we don't learn from past mistakes.
As for this case with the Hat, my opinion is this: if we prohibit it, then we need to cancel the Hat, that is, prohibit the use of this artifact (by the way, the hat looks like the one in your avatar :).
In other words, if you get into a boat wearing a hat, then you need to prohibit getting out of the boat or running away!!! The easiest option is to allow these bonuses with the hat and not bother with checks on this account. But that's exactly what they won't do because they look at other stupid resources where this is called a bug (and not a feature), and the use of this trick is prohibited there, and along with this, discussion of bugs is also prohibited. And it turns out like this: some genius declares something a bug, and it's prohibited. And since it's already a bug by their definition, further discussion of the prohibition is prohibited :) This is not the case here!
Therefore, this creates the feeling of constant nonsense :) Although the real nonsense is not here :)
