First, get that "Steal" spell, and then we'll see. Order can also get Exorcism or Magic Burst. You can come up with a lot of things...
And Nagas are good units. A good counter. But they wouldn't mind some speed boost, which Order doesn't have, unless they steal it from the opponent (Nature, Chaos)...
