A cheater's rating will be low only at the beginning, and then padding it is not a problem. He can pad it not against newbies, but against weaker players. There are also large tournaments on HeroesWorld, with tons of people, for example - "Only XL". What prevents them from playing there? Yes, judges can partially filter players, but there has never been 100% protection, and it is unlikely there ever will be (except for club-style tournaments)...

Now regarding excluding cheaters from the tournament. Who among the players do you consider a cheater here? And isn't checking video recordings of games and player saves enough for you? I made everyone record...
