Yes: they can create a second account and apply,
But: they won't be able to participate in the tournament because their rating will be low, and they will simply be outcompeted by players with higher reputations who are applying. The number of participants is limited.

In my opinion, if the notorious cheaters are removed, more participants who didn't sign up solely because of them might join the tournament.

I apologize for intruding on your pleasant conversation, but is VKL a cheater? Maybe I missed something? He's rude, but not a cheater. And the fact that he's banned is the fault of that idiot Alex eR, who put a crown on his head (how annoying, "the boss!") and wrote up a bunch of rules. Because of which, any comment would result in a ban. And as you know, three times is a lifetime ban. Well, this is also due to the stupid system on the Hive. Whether he's liked or not is a secondary matter. He's a good player and plays at a high level.
In my opinion, he should be unbanned, all that garbage from Alex eR should be cleared, and he should be allowed to play. But, you know, nobody wants problems, it's easier to quietly ban him and forget about it.
