It doesn't seem very balanced.

I think that the Creator, although having useful bonuses, has weaker bonuses compared to those from the teachings of the Master or other religions you mentioned. However, the white dragon (as I understand it) is only available to the corresponding faction of the Hive, whose default bonuses are not very impressive. Nevertheless, even so, the bonus is very good.
