Traitors of the Order? Agents of the Order among the fugitives?

From the intro, it's clear that traitors are possible, but I'm interested in the question from a mechanical point of view, because none of the religions suits the planned character, and I would have to come up with something (and he's not optimized even without a faith, as he's a ranged character...).
