On the second restart, the player is already cautious, thinking about how to avoid the worst situation, and often even an average layout gets played. Want to test your luck, take the last restart. The new rules give a chance to get "chocolate" a third time.
It would be good if players wrote down whether they used all their restarts or not. To assess whether the new rule will add boldness in taking restarts.
