In HD, there's an option called "Start timer after taking a turn," which can be disabled. When disabled, the timer will start ticking even before a turn is taken. Combined with the ability to adjust the turn time, this completely resolves the issue. However, it seems that no one needs to solve it, and this checkbox isn't used.
