LBE – minimal balance changes for Heroes V 3.1.

Well, plus or minus two useful changes won't make a big difference, if it's for the common good, but it's up to you.

Only the most obvious things that create imbalance are being fixed. A small balance adjustment is not relevant for this mod, as at least 40 such adjustments would need to be made, and that would be too much. A comfortable multiplayer experience can be achieved with fewer changes.
