If you want to gather a good number of players and complete the tournament within a reasonable timeframe, a full double-elimination tournament with 16 players or a single-elimination tournament with 32 players would be ideal. Otherwise, it will likely turn into a tournament that lasts at least half a year. And to get people to sign up, you need to offer a ready-made tournament template, not just say, "We can do this, but who will participate?"
