I think it's a town one. The mafia has a redirect; who in their right mind would swap it to a block?
I don't see Lady Aravella as a conspirator psychologically — here's why. Her vote wasn't counted in yesterday's town vote. And that was only announced today. I think she reported it to the office as soon as she noticed the mistake. If she had conspired with someone to discredit Tyr in the townsfolk's eyes, wouldn't her accomplices have notified the office about the mistake yesterday already?
