Perhaps I was too hasty. It seems very likely that Tyur was simultaneously blocked by the town and the Mafia, in which case he wasn't Mafia (or the Mafia has a technical ability to block themselves?).
More likely, the second kill didn't go through due to the target's natural protection, or perhaps the killer simply hasn't started killing yet...
