1. Overall, there are more pros than cons to the ban on reviving one's fallen hero. It adds a certain edge to the game. Otherwise, if there is no risk of losing your leveled-up hero, everything becomes far too predictable... This way, you have reason to think twice about whether to attack with an empty tank-mage just to land a couple of powerful spells (a brute-force tactic, let's be honest) and then retreat, or not to attack at all... And here, there is a worthy countermeasure against such brute force, which adds a bit of balance.
It's like an analogy with chess—a queen that is forbidden to be captured... :)

2. Try to come up with a purpose for the Shackles of War artifact if you remove the ban on redeeming a fallen hero? The Shackles would immediately become useless.
