We can approach this from a different angle – positional play is very effective in the current situation. It's not the most efficient search method, but it works well when there's no room for error, like now.
And, in principle, anyone who doesn't want to participate in this can be considered a Mafia member right away. Enough time has passed, and at least a couple of townspeople have gathered enough information about the Neutral characters to form a well-reasoned opinion. Even without Neutral characters, there's plenty of information, and the non-pairing method still applies.
