1) An opponent is not allowed to play for 10 turns without challenging the other player if they believe the rules have been violated.
2) An opponent is not allowed to say "I surrender if we start a new game now" and then say "I won, you have a technical defeat." Surrendering is not possible after 10 turns if the victory was due to a technical defeat that occurred 10 turns earlier (you already won, so how can you surrender?). If a player offers to surrender, it means they are playing with the understanding that the opponent is winning, which excludes the possibility of a technical defeat – this is ironclad logic, and there can be no other interpretation.

Bishop offered to surrender and only AFTER that claimed a technical defeat; this is documented. In this context, the question is, how can Bishop be right in this situation, while Jubi is wrong? Only if there is a lack of logic or if there is bias.

Here is some real food for thought for the judges (in addition to the already logically implemented cancellation of the redraft – otherwise, what was the point of negotiating the color?) – to punish for mutually exclusive statements, for hypocrisy, and for being sly.
