Is the Unified State Exam (USE) a good or bad thing?

I only got a 3 on the Unified State Exam because I disagreed with the author of the article in part C.

Why lie? :) The maximum score for that part is 20 points! You can even get a 5 without it. And you can disagree with the author's position. But if your only argument is "because," then you deserve a 3... what's the dissatisfaction about?
