2016 Winter Tournament: "Frozen Heart"

Judging by the number of participants, we will play a Swiss-system tournament with 8 rounds. Everyone who played before the tournament started did so at their own discretion, and no one will adjust to them. If they don't meet in the bracket, it will just be a friendly match. I plan to create the bracket for the first round over the weekend, and we can start then. For the initial seeding, I will use the current rating from the league. In the future, I will maintain a rating based on my own system, as described in the relevant thread. I have added the conditions for distributing places in case of a tie in points to the rules.
