Is the Unified State Exam (USE) a good or bad thing?

The Russian exam is a joke, especially the criteria for evaluating the essay (they heavily criticized me for the phrase "I categorically disagree with the author," and a friend's Russian grade was lowered because of the exam, even though it was on the topic of "let's save the Russian language"). But the math exam is actually pretty good; I don't know why people complain about it...
Does anyone know if there's a Unified State Exam in physical education? I'm planning to take it.
