Even so, compared to Tilsek, Goshak doesn't look very good; let's analyze.

Maximum damage of an Orcish Warrior at level 2 of Fury (+3 to max and min damage and +1 from "Battle Fury"): Increase of 23 * (8-10 damage) = 184-230, the chance to strike twice is very high, so the damage will be 368-460 + 6 attack (*1.3) = 478 - 598 damage.
Maximum damage of an Executioner: increase of 10 * (9-13 damage) = 90 - 130 + second strike = 180 - 260 + third strike = 270 - 390 + 14 Attack (*1.6) = 432 - 624 damage - this is if it strikes three times, but the chance of an Executioner striking three times is very small, so consider its damage to be = 288 - 416 damage.
It's better to buff Orcish Warriors with leaders than to rely on Goshak and Executioners.
Although, the chance of Executioners striking twice is higher. Orcish Warriors strike randomly; to increase the chance, Soldier's Luck is desirable. But Executioners almost always take out at least one unit in the squad. In theory, Executioners also have higher survivability, although both have low HP.
But which is better: leaders + Orcish Warriors or Executioners + Orcish Warriors... On the one hand, Orcish Warriors often benefit from buffs, but they are the only ones dealing damage out of these two units. On the other hand, even without buffs, both Orcish Warriors and Executioners deal damage.
But, perhaps, Orcish Warriors deal more damage. So, for Tilsek, it is more beneficial to buff Orcish Warriors more often than to also use Executioners. So, I agree that Tilsek is better.
