I don't think it's complicated. There's a vote for the captains, 20+ captains are chosen, and then, according to the proposed scheme, all registered participants can be divided into groups, and the captains choose participants from these groups to form their teams. That is, if I am chosen as a captain, I don't necessarily have to be in the first group; the organizer decides which group I belong to based on the rating and other criteria from all registered participants.
