I was also wondering why we don't just activate the rebuild for HotA in the HvR rules, while the team comes up with a super beautiful and super atmospheric solution. Casual players don't use HvR rules anyway, and their aesthetic sensibilities won't be offended by a makeshift rebuild, while the online community will be happy.
