Please explain why a contender still has a 25% chance after the draw. I specifically tracked this, as at the time of the draw, only I and Falcone had a 50% chance.

herolwy also has 50%.

Your question is not entirely clear.

If you mean why, after a contender is chosen, their chance of being chosen again doesn't decrease below 25%, then according to paragraph 2 of section 4 of the Tournament Format: "A reduction in the coefficient is provided, up to 0.25 - it does not fall below this value" (0.25 = 25%).

If you mean why, after a contender with a 25% chance of being chosen is selected, the chance doesn't reset to 100%, then paragraph 3 of section 4 of the Tournament Format is taken into account: "If the coefficient of all participants reaches 0.25, its value is restored to the initial value." That is, as long as there are participants in the tournament with a coefficient higher than 25% (Falcone, FireToSky, herolwy), when other participants are chosen, their chance of being chosen again remains at 25%. As soon as all participants in the tournament have a coefficient of 25%, it will be restored to 100% for all participants.
