If anyone has forgotten, let's go over the procedure for resolving controversial situations again.
0. If a player is unsure about any of their actions, they have the right to save the game at any time and consult with the judge. The judge, in turn, must state whether or not a particular action is allowed. If the judge is not online, the game is saved until the situation is clarified.

If a violation does occur:
1. The decision on a technical defeat is made only by the judge.

2. The judge makes their decision and records the result.
3. If a player disagrees with the judge's decision, they have the right to appeal to the Appeals Committee. This is why the Appeals Committee is called the Appeals Committee (it was created specifically for this purpose, and other functions emerged later).

Regarding the overall situation. It turns out that the game was predetermined to be won by the blue player. All they had to do was stay in the respawn area and wait for the opponent to inevitably violate a rule. This is, to put it mildly, ridiculous.

But it is impossible to foresee all situations, and controversial situations keep arising again and again. Therefore, I believe that the rules lack a clause about unintentional violations, i.e., when a player could not have known that their actions violated a rule.
