If it was a technical issue, then it was a very significant one, in my opinion.

It was a normal technical issue. It's similar to chess, when an opponent picks up a piece they weren't planning to move. It's a shame that Volodya got distracted and didn't notice the issue, but I don't see anything particularly wrong with declaring the opponent's defeat.
