I hope few people share your opinion about writing false reports.

If the players want to, they will agree to a draw on the 5th day, and there will be no questions. Why prohibit draws if, for example, it is beneficial for both players? There is no time for the game (they want to avoid an odd result and a loss), it is beneficial from a tournament point of view (it will help both to secure the desired position at the moment), there may be other reasons... and in this case, they will be right. If a draw helps me take first place, I will agree to it at any time. And if the opponent also needs it, why pretend to play? Wouldn't it be fairer to agree on it without playing and not post a false report?
If you want to fight against draws, make them less beneficial... Three points for a win, one for a draw, and players will start to think about whether it is worth agreeing or still finding time for the game.
