I don't think it makes sense to dwell on the precise meaning of the question's wording; regardless, having the opportunity to receive at least decent treatment in the areas of one's profession, housing, and healthcare is quite enough to make a decision. Accordingly, in order for labor and civil law to be truly observed, even with caveats and certain nuances, because an absolute ideal is unattainable, but at least overall with a positive effect for me as an equal and valuable member of society.
