Here, people don't have the option to leave on their own, let alone the others. Moreover, it's not a given that they'll agree to leave with you. They have family, friends, and people they'd like to take with them wherever they go, but they definitely won't agree.
Lonely individuals will, of course, vote for the first option without hesitation.
