And so what if the CIS region also uses the Swiss system? A draw doesn't automatically guarantee first place, so it's not a very good example. And I'll repeat myself: a draw is a logical element of Swiss and round-robin tournaments. If some of the organizers dislike the very concept of "arranging a draw," then they should use an Olympic system or a double-elimination bracket.
