Ideally, and honestly, the rules for future (official or otherwise) tournaments should include an absolute rule: pre-arranged results (including draws) are prohibited. Only the judge can declare a draw. Violation results in a one-year disqualification for both players.
Intentional losing is also punishable upon detection (of the player who lost, or if there is evidence of a deliberate agreement).

Tyoma, what is this nonsense about draws? On what basis will a third party decide whether the two players should continue playing or if it really looks like a draw? The best way to prevent draws is through an Olympic system or double-elimination, and in Swiss and round-robin tournaments, they are a natural phenomenon, and can even be considered an element of tournament strategy.
And pre-arranged losses are impossible to track unless they are done demonstrably, especially online.
