Ideally, and honestly speaking, a strict rule should be included in the regulations for future (official or otherwise) tournaments: pre-arranged results (including draws) are prohibited. Only the judge can award a draw. In case of violation, both players will be disqualified for one year.
Intentional losing is also punishable upon detection. (either the player who lost, or if there is evidence of a deliberate agreement).
